Each year Council members and staff conduct on-site visits to high schools to gather information on Career and Technical Education (CTE) programs so that constructive program improvement recommendations can be formulated and communicated to those who implement the programs. A member of the CTE staff of the Department of Education also participates. The team meets with CTE department chairs, lead teachers and principals.
The monitoring visits include a review of career pathways and programs of study, facilities, equipment, funding and budgets and other CTE program requirements.
In an exit meeting with building administrators, some of the findings and observations, are identified and discussed and recommendations for program improvement are made.
Given the results of CTE review and monitoring, the Delaware Advisory Council on Career and Technical Education (DACCTE) has always taken a proactive role in recommending policy to develop and adequately fund career and technical education in all secondary schools in the state. The successful passage of landmark legislation by the Delaware General Assembly – House Bill 509 – provided significant financial support to Career and Technical Education (CTE) that continues today.
More recently, the adoption of State Senate Bill 385, requiring that 90% of these state funds for CTE must go directly to the schools that generate this money, resulted from the Council’s discovery that a significant amount of this funding was not reaching the CTE programs.
DACCTE members and staff continue to monitor state occupational-vocational (CTE) funding and unit allocations as authorized by law.
